I had a similar issue with the KB3033929 update on my Windows 7 system. What worked for me was disabling my antivirus software temporarily before running the update. Sometimes, security programs can interfere with the installation of updates. After disabling, I also performed a clean boot and then tried installing the update again. This approach seemed to bypass whatever was causing the blockage. Additionally, construct sure your current system files aren't corrupted by running a System File Checker scan from the command prompt using 'sfc /scannow'.
