Oh, the joys of Windows updates! It sounds like the update is playing hard to get. 😄 One thing you might want to try is running the Windows Update Troubleshooter which can sometimes work miracles with these types of issues. Also, consider downloading the update manually from the Microsoft Update Catalog website, and then install it from there.
