There’s no official “SP2” for Windows 7—Microsoft just stopped at SP1 and left everyone hanging. What most folks call “SP2” is usually a term for the “Convenience Rollup,” which Microsoft released in 2016. It bundles tons of post-SP1 updates in one miserable (but helpful) go, sparing you from installing a gazillion individual patches like it’s 2011 again.
If you want all updates in one shot after a fresh install, grab the official SP1 ISO, then install the Convenience Rollup (look for KB3125574 from Microsoft’s site). Just be aware you’ll still need a few updates after that, like those pesky ones for Windows Update itself. And don’t forget, official support ended in 2020, so you’re on your own for security from here on out—proceed with caution (and backups).
